設置理念
中華民國海軍水下作業大隊（英文：Underwater Operations Unit，縮寫：UOU），是中華民國海軍轄下的一支海事救難與未爆彈處理部隊，具有國內強度最高的潛水訓練與技術能力，負責海上救難、水中械彈處理，一旦有海上搜救、水下搜索等救難相關需求，往往都是各單位申請支援的對象，近年救援事件包括宜蘭南方澳大橋斷裂、新北貢寮卯澳灣未爆彈等。而水下作業大隊成員除了需完成水械專長班的訓練外，執行任務之餘，也要進行各項模擬演練。
本案期待透過公共藝術設置計畫，提升營區周遭環境美感，應展現水下作業大隊怒海潛將「只有海底才能阻止我們潛的更深」之潛水職人精神，並融入日常生活之中，使士官兵於訓練之餘，可藉由欣賞藝術作品達到放鬆之特性，讓藝術作品帶來對話與提升藝術美感之可能性。

深海中，水下作業大隊的英雄，他們充滿自信，勇往直前，不畏逆境。每一線、每一角，都散發著冒險者的堅毅。此雕塑是對大隊精神的致敬，呈現克服困難的意志，展現出無畏的勇氣。

海軍水下作業大隊是負責海事救難與未爆彈處理的精銳部隊，象徵著深海作戰的核心力量。
作品呈現傳統與現代潛水裝備的演進，無謂波濤洶湧，在幽暗深海中執行任務，相比早期潛水員身披沉重裝備的印象，現代化潛水裝備的輕便靈活可以更提升潛水任務的效率及安全性，這是一個部隊的歷史傳承與現代化進步。
潛水裝備技術不斷在迭代更新，不變的是救助大眾與保衛國家水下的初心及職人精神。
