公共藝術研習參訪工作營|Public Art Workshop
(一) 落實公共藝術精神
公共藝術之特色,正在於公共性與藝術性兼具。而其執行之難處,也正是公共性與藝術性之兼顧。藝術由藝術家發想、構思、製作,公共性的落實,卻乃是透過興辦機關、決策參與者如執行小組委員與徵選小組委員、場域使用者,乃至所有民眾等等共同組成。
其中,興辦機關作為主辦、場域的使用單位,其角色至關重要,深切影響公共藝術在公共性的開展,也連帶影響藝術表現的可能性。本案期許透過針對行政人員的培力,使其在認知與操作能力上皆有大幅收穫,為公共藝術帶來最大的可能性。
(二) 以活潑的審議模擬與現地參訪,使學員於理解與操作能力均有感而提升
目前國內許多公共藝術課程,皆以被動性地聆聽為主。學員固有收穫,但也容易由於欠缺實戰的經驗與需求,學習效果有限。本案透過設置計畫書分組撰寫練習、模擬審議會等等實際演練,讓學員透過實務操作,確實了解公共藝術操作的過程,以及文件編撰上可能遇到的問題細節。此外,透過實地參訪,讓學員感受到優秀藝術作品設置於公共空間所帶來的地景變化,提升其學習與執行動力。
(三) 以終為始、動靜交替的課程設計
本計畫之課程規畫方式,以明確的目標導向,透過「以終為始」的概念,從公共藝術的辦理概述、行政作業原則等,展開設置計畫書、徵選結果報告書、完成報告書等文件編撰練習,並穿插作品參訪之動態行程,以動、靜交替的方式,讓學員在學習過程中一面感受到成果落實的可能性,一面練習行政流程與文件處理。透過建立目標與手段之間強而有力的連結,達最佳學習效果。
(四) 操作細節的理解
公共藝術執行過程充滿各式各樣的細節。好的計畫成果,需要每個細節都有良好表現,環環相扣而成。本計畫盡量避免被動學習的講座或講習,期許在動態與靜態交替的活動過程當中,不僅讓學員理解文件或流程的操作細節意義,也實際地練習編撰與操作,達到理論與實務兼具的學習成果。
(1) Implementing the Spirit of Public Art:
The distinctive feature of public art lies in its combination of public accessibility and artistic expression. The challenge in its execution is the delicate balance between public accessibility and artistic merit. While art originates from the imagination, conceptualization, and creation of artists, its public aspect is realized through organizing agencies and decision-makers such as executive committee members, selection committee members, venue users, and the general public. The role of organizing agencies, acting as hosts and managers of venues, is crucial and significantly influences the public dimension of public art, thereby affecting the potential for artistic expression. This project aims to enhance the awareness and operational capabilities of administrative personnel through training, maximizing the possibilities of public art.
(2) Enhancing Understanding and Operational Skills through Lively Simulations and Site Visits:
Many current public art courses in the country primarily involve passive listening. While participants gain insights, the lack of practical experience and real-world demands may limit the effectiveness of learning. This project addresses this by incorporating practical exercises such as group project proposal writing and simulated review sessions. Through these hands-on activities, participants gain a thorough understanding of the process of public art operations and the potential challenges in document preparation. Additionally, on-site visits provide participants with a firsthand experience of the transformative impact of excellent artworks in public spaces, boosting their motivation to learn and execute.
(3) Goal-Oriented and Dynamic Course Design with Alternating Activities:
The course planning of this project is goal-oriented, starting with a clear target and utilizing the concept of “beginning with the end in mind.” The curriculum covers an overview of public art management, administrative principles, and practical exercises such as drafting project proposals, reporting on selection results, and completing final reports. Dynamic elements, including artwork visits, are interspersed throughout the program to allow participants to experience the potential realization of their efforts while practicing administrative processes and document handling. By establishing strong links between goals and means, optimal learning outcomes are achieved through a mix of dynamic and static activities.
(4) Understanding the Operational Details:
The execution of public art projects involves a multitude of details. A successful project outcome requires excellence in every detail, intricately connected. This project aims to avoid passive learning through lectures or seminars, emphasizing the understanding of operational details during dynamic and static activities. Participants are encouraged to not only comprehend the significance of document or process details but also actively practice drafting and executing, achieving a well-rounded learning outcome that combines theory and practice.
